Bali subak
A thousand-year water-temple system that schedules who plants when across a whole watershed. Told to plant continuously in the 1970s, it produced pests and shortages — and the schedule turned out to have been the point.

What is held
Irrigation water — and, unusually, the calendar. What the subak really allocates is the planting schedule, coordinated across terraces by a network of water temples.
Who is in
Ownership or tenancy of a terrace served by the subak's canal. Membership is of a congregation as much as of an association — the subak has a temple and obligations to it.
Who decides
An elected head (pekaseh) and the subak's assembly. Between subaks, coordination runs up the temple network, canal by canal, to the temple at Lake Batur.
How the rules are made
The subak's own written rules (awig-awig), adopted by its own assembly, inside the ritual calendar the temples keep.
How cheating is caught
The schedule is the monitor. Planting is synchronised, so a farmer who plants out of turn is visible to everyone downstream — and is also, by breaking the shared fallow, the person who lets the pests carry over.

What happens in a bad year
The temple calendar is the drought instrument. In a dry year the stagger is stretched so fewer terraces are irrigated at once, rather than every terrace taking a little less at the same time — which would leave all of them short of what a rice crop actually needs.
Notes on the account
Subak is filed contested rather than enduring because it was broken on purpose, by a government, within living memory, and has only partly come back.
The system solves two problems at once with a single instrument. Rice needs standing water, so terraces upstream and downstream cannot all be flooded simultaneously — that argues for staggering the planting. But rice pests survive between crops, so a synchronised fallow across a whole area starves them out — and that argues for planting everything at once. The temple schedule is the negotiated answer: blocks of terraces planted together, staggered against each other, tuned over centuries.
In the 1970s the Green Revolution programmes told Balinese farmers to plant continuously, as often as the new rice varieties allowed, and to ignore the temple calendar as superstition. Yields rose, then pest outbreaks and water shortages arrived, and the agronomists’ models could not account for either. The schedule had been doing something.
What is not settled in this draft
Whether “contested” is the right filing is the first question HC-010 asks, and a reviewer who says it should be “enduring” changes the glyph on the map. Beyond that: how much of the temple system was genuinely restored as against formally recognised, and whether tourism and land conversion are now the larger threat, are both live and neither is settled here.
